Job Description:
The Programme Manager will be reporting to the Senior M&E Technical Specialist (Business Line Manager). The main purpose of the role of the Programme Manager is to support the strengthening of monitoring and evaluation/evaluation systems. The Programme Manager will contribute to the overall CLEAR-AA country programmes. Furthermore, the Manager shall be responsible for project conceptualisation, conducting Monitoring and Evaluation Situation Analysis (MESA), developing Monitoring and Evaluation Capacity Strengthening Strategy and Plans, conducting tailored training, conducting evaluations, developing terms of reference, tools development, managing independent consultancies, conducting research and knowledge sharing.

- Provide leadership and mentorship to Emerging Evaluators or Interns stationed at the Centre.
- Provide technical expertise in the design and implementation of evaluation and applied research projects for government, civil society organisations and private sector companies.
- Provide technical support to other business lines on their respective projects, if and when needed.
- Conduct Monitoring and Evaluation Situation Analysis (MESA) for countries and provide technical expertise in developing
- Monitoring and Evaluation Capacity Strengthening Strategy and Plan.
- Contribute to the delivery of the Centre’s Research agenda that is writing peer-reviewed journal articles, blogs, policy briefs, and learning notes.
- Design and manage training programmes, seminars and workshops for government, civil society and other key stakeholders on new and innovative approaches in the field of evaluation.
- Provide Monitoring & Evaluation, Results Based Management and Project Management expertise to advice on the development of systems for government and civil society organisations.
- Work cross functionally with other business lines within the Centre to respond to requests for proposals.
- Support the relationship between CLEAR-AA, and the University by providing teaching support and by undertaking commissioned research in CLEAR-AA’s areas of research interests.
Job Requirements:
- Strong computer literacy skills
- Willingness to travel both locally and internationally when required.
- Excellent written and verbal communication skills (fluency in English)
- Excellent interpersonal skills
Qualification & Experience:
- At least 5 years’ experience in conducting, managing or commissioning evaluations and/or experience in designing, setting up and institutionalizing government or civil society M&E systems
- Master’s Degree in Sociology, Development Studies, and Political Science, Monitoring and Evaluation or other relevant Masters. A
- Excellent research and academic writing credibility. Experience in Qualitative and /or Quantitative research and/or evaluation methods
- Post-Graduate qualification in Monitoring and Evaluation, is an added advantage
- Strong project management experience
